I doubt anybody knows what it means. They might just be referring to being more social in general, since a lot of the people saying this are boomers who met people at work, or they could be a retard who thinks that clubbing or bars are a good place to find a future spouse.

It means means mindlessly walking around the city with your friends, visiting malls, bars, clubs, cafes, parks in hopes of stumbling across a girl that will like you. Naturally if you don't have at least 2 outgoing properly socialized normefriends you can't do that and if you're below 6/10 there is literally zero point in doing that even if you can.
